  • Unemployment Insurance: DC Department of Employment Services 

  • Income Tax Withholding: DC Office of Tax and Revenue

 

REQUIRED INFORMATION

  • SIT ID # (format: XXXXXXXXXXXX)

  • SIT payment frequency

  • SUI ID # (format: XXX XXX)

  • Current year SUI rate

  • SUI Agent authorization (instructions here)

    Note: Based on your company's details, your Namely Payroll setup may include several District of Columbia Tax Codes. District of Columbia Employer Family Leave Insurance and Administrative Fund Assessment both use the same ID as District of Columbia Unemployment tax.

 

REGISTERING FOR UNEMPLOYMENT INSURANCE

If you have not run payroll in Washington D.C. previously you’ll need to register with the D.C. Department of Employment Servicesin order to get your Employer ID.

TIP:

Future-date registration is possible for this state's unemployment insurance!
 

Once registered, you will receive an Unemployment Account Number (UI) (called “employer ID”) and Unemployment Rate (%) which you will need to enter into Namely Payroll under Company > Tax screen (UI tax). 

If you've run payroll in Washington D.C. previously, you can find your 
Employer ID on the Contribution Rate Note or Quarterly Contribution & Wage Report (Form DOES-UC30) received from the Department of Employment Services or you can call the number below.

REGISTERING FOR INCOME TAX WITHHOLDING  

If this will be your first time running payroll in Washington D.C. you'll need to register with the D.C. Office of Tax and Revenue here . Navigate to Business Tax, New Business Registration.   

TIP:

Future-date registration is possible for this state's income tax withholding!

Once registered, you will receive a Withholding Tax Account Number (WH) which you will need to enter into Namely Payroll under Company > Tax screen (WH tax).

If you've run payroll in Washington D.C. previously, you can find your account number on notices received from the D.C. Office of Tax and Revenue or you can call the number below.

POWER OF ATTORNEY FORMS

Please note, Namely does not require a Power of Attorney for this state at this time. It is not required to file or remit payments on your behalf. If one is needed to resolve a tax matter, the tax notice team will request one from you at that time.

If a Power of Attorney is requested from you, you should email completed copies of the forms 
namelyPOA@Namely.com with the CID in the subject line for processing. We will update our system and maintain a copy of each form for record-keeping purposes

STATE INCOME WITHHOLDING FORMS

Namely uploads Federal and State W-4 documents to your HRIS site for use during onboarding, or if you need to send W-4s to employees who need to make withholding adjustments.
 

TIP:

The most up to date W-4 documents can be found in the Namely section of the Document dropdown menu in Onboarding and Manage eSignature


Form Name: D-4

Accepts Fed W-4: No

Comments: Every resident employee must file a Form D-4, Employee Withholding Exemption Certificate, indicating the number of exemptions claimed for withholding purposes. The certificate becomes effective with the first payment of wages or at the beginning of the next payroll period after the D-4 form is provided. If a resident employee does not file a Form D-4, the employer must withhold District of Columbia income tax as if the employee had claimed no exemptions.
